Although the voter turnout in this September's primary election was sparse, those who did turn out were giving the Vancouver Library District an overwhelming supermajority, almost 63 percent from the first vote count Tuesday night after the polls closed. The vote is likely to hold up as late-mailed and hand-delivered ballots are counted through the coming days. The nearly $50 million library project, which includes the new downtown building, increasing the size of east Vancouver's Cascade Park Library by ten times and modernizing the Vancouver Mall Library, is also the beneficiary of $7 million in private financing. The donor of a $5 million gift remains anonymous. But Vancouver's Killian Pacific, which is building Riverwest just west of the I-5 freeway and immediately south of E Evergreen Boulevard is giving the library district $2 million worth of land for the new library, which will be built on Evergreen Boulevard just south of historic Providence Academy. The bond issue voters are approving is for $43 million. Pat Campbell, Democratic candidate for Position 1 in the 17th Legislative District, is leading Democrat Jack Burkman with nearly 53 percent of the nearly 8,000 votes counted thus far. Campbell would go into the Nov. 7 general election to try to unseat Republican incumbent Jim Dunn. Democrat Sherry Parker has a commanding 68 percent vote count lead over fellow Democrat MarCine Miles, in the primary race for Clark County Clerk. Parker will face Republican Baine Wilson for the job held by retiring Democrat JoAnne McBride. Arlene Johnson named
