Waterfront Blues Festival opens Thursday

Ruthie Foster is one of more than 120 acts appearing at this weekend’s Waterfront Blues Festival at Tom McCall Waterfront Park.

The Safeway Waterfront Blues Festival opens in Tom McCall Waterfront Park at 2 p.m. Thursday, July 3, and runs through Sunday, July 6, at Tom McCall Waterfront Park, Portland, Ore.

The four-day festival will feature more than 120 performances on four stages. Acts range from Isaac Hayes and Curtis Salgado to the Zydeco Trendsetters: Dikki Du and the Zydeco Krewe.

Said to be the largest blues festival west of the Mississippi and the second-largest blues festival in the nation, the festival benefits The Oregon Food Bank. Admission is a suggested donation of $10 plus two cans of  food per person, per day. Four-day passes are available at the site. The Oregon Food Bank serves southwest Washington food banks as well as those in Oregon.

Lucas order comprehensive
review of sexual incidents

Clark County Sheriff Garry Lucas has begun an extensive effort to prevent, detect and reduce incidents involving inmates as sexual victims in the county jail.

Lucas said he was disappointed and disturbed by a recent federal report that suggested such incidents in the county jail have greatly exceeded the national average. The report was based on inmate responses to a survey that was both anonymous and confidential.

“Although it is impossible to investigate those specific allegations, we have taken the report seriously, are gathering as many facts as possible, are currently examining our practices and will make every effort to reduce the risk to inmates and staff,” Lucas said.

County records show an average of 652 men and 117 women in jail each day, with total admissions of about 14,000 for men and 2,500 for women in 2007.

Jail officials received three reports claiming inappropriate sexual contact between inmates and five reports claiming contact between staff and inmates. Lucas said all of the reports from 2007 were investigated. Two were referred to the prosecuting attorney's office. No charges were filed.

Looking forward, Lucas said he has convened a task group consisting of members of the Clark County Sheriff's Office Professional Standards Division and Jail Administration to examine the best practices of jails regionally and nationally, to improve local practices as quickly as possible and to conclude a thorough review before the end of the year. Immediate measures will include enhanced training for staff and education for inmates aimed at preventing incidents and ensuring that those that do occur are promptly reported and resolved.
