Benefit Provision for an endowment gift totaling $1 million has been made to the Vancouver National Historic Reserve Trust from the estate of Frank and JoAnne Lough. The endowment will perpetually endow the Reserve Trust’s annual Celebrate Freedom Veterans Day Parade as well as educational programs at the Pearson Air Museum. The announcement of the endowment was made at the Celebrate Freedom Veterans Day Parade by Elson Strahan, President and CEO of Vancouver National Historic Reserve Trust. “This generous gift was established through collaboration with the Community Foundation of Southwest Washington,” said Strahan. “The Community Foundation was a great partner in enabling us to facilitate the intent of the Loughs.” Frank Lough served in the United States Navy for more than 20 years. In keeping with the couple’s belief that younger generations should not forget the sacrifice and commitment of its veterans, more than $640,000 of their bequest will be invested as a restricted fund and dedicated to the annual production costs of the November Veterans Day Parade and festivities. Another $170,000 of the bequest also will be invested as a perpetual account and restricted to educational programs at the Pearson Air Museum managed by the Historic Reserve Trust. When Frank Lough was a youth, his passion for flying was fueled by his father when they built airplanes together. Frank acquired his first airplane when he was still a teen, and he owned several planes throughout his lifetime. He flew into and out of Pearson Field, and he also visited Pearson Air Museum. His wife JoAnne, who shared Frank’s passion for flying, received her pilot’s license as well. The final piece of the Lough gift will mature in about 15 years and will be worth approximately $250,000. This will become part of the Veterans Day Parade Fund and will be applied to this event. Funds that exceed parade costs may be allocated to other Celebrate Freedom programs including Flag Day, the Marshall Public Leadership Award, the Marshall Youth Award, Independence Day at the Historic Reserve or the Marshall Lecture Series.
