Shirley Morgan named library
foundation marketing director

Shirley Morgan has been named to the newly created position of marketing director for the Fort Vancouver Regional Library Foundation, it has been announced by foundation executive director    Rick Smithrud.

Morgan is the owner of Morgan Graphic Communications. She had been a member of the library district’s board of trustees for the past three years, a position she resigned in order to accept the library foundation position.

Morgan will be responsible for increasing the awareness of the foundation among the communities in the three-county library district, increasing funding for library programs, and supporting Friends of the Library groups and library volunteers.

The foundation was formed in 1990, to help enhance library services.

Justin Denny with wife, Paula and daughter Pim

Justin Denny today was appointed Clark County health officer, succeeding Karen Steingart, who resigned June 30 in order to care for her mother, who is in ill health.

Before joining the Clark County Health Department, Denny served as health officer for both the Wasco/Sherman Health Department in the Dalles and the Columbia Health District-Public Health Authority, St. Helens. At the same time, Denny was a family physician at Portland State University.

After completing his residence in family practice at Oregon Health Science University, Denny became chief resident in Preventive Medicine at OHSU from July 2001 to July 2002. During this time he worked with the deputy medical director of the Portland/Vancouver Veterans Administration and completed a masters degree in public health.

Denny teaches a course on global health at PSU and will maintain his faculty appointment at OHSU. He earned his doctorate in medicine in 1988 from Eastern Virginia Medical School. He has worked abroad with the U.S. embassy in the Philippine Islands and as a teacher in Caracas, Venezuela.

Denny’s appointment was made by the board of Clark County commissioners, which also serves as the board of the Clark County Health Department.

Fewer than one in ten
will vote in polling places

Fewer than one in ten voters are expected to go to polling places in today’s primary election. A light voter turnout is predicted statewide and locally, partly because of the change from the former open primary to a primary in which voters must decided to vote for candidates of one party only.

Nevertheless, 45,879 of Clark County’s 188,606 registered voters had returned absentee ballots by this morning’s count from Clark County auditor Greg Kimsey.

Registered voters not using absentee ballots may go to their polling places until 8 p.m. tonight. Voters using absentee ballots must have them postmarked by 8 p.m. today or, in the alternative, take the absentee ballots to a polling place. For information on polling places call 397-2345, or go to www.clark.wa.gov/elections/
voting/polling.asp
.

Elections officials will begin counting absentee ballots at 3 p.m. but no results will be announced until after 8:15 p.m. Tabulations will be presented to the public in the 6th floor Clark County commissioners’ hearing room in the Public Service Center, 1300 Franklin Street. Returns will also be cablecast live on CVTV, Channel 23.

Clark Public Utilities’ CEO/general
manager gets salary boost

Clark Public Utilities’ commissioners today increased the salary of CEO/general manager Wayne Nelson to $165,000 from $159,360.

Even so, he is the most poorly paid of major electric utility managers in Washington, where the salary range is from $215,000 for the manager of the state’s largest public utility, Snohomish PUD, to $189,000 for the manager of the 40,000-customer Grant County PUD. Clark Public Utilities is the 18th largest customer-owned electric utility in the United States in terms of customers served. The local utility serves over 166,000 electric customers and provides water for 27,000 homes and businesses in Hazel Dell, Salmon Creek, Lake Shore, Hockinson, Brush Prairie, La Center, Meadow Glade, Amboy and Yacolt.
