First Indy gains senior VPs

    First Independent Bank has promoted Dick Perkins to senior vice president and manager of its Commercial Real Estate Department, and hired Ron Bertolucci as senior vice president and director of Retail Banking.

    Perkins, who helped expand the bank’s Special Assets Group, will be responsible for expanding the Commercial Real Estate Department at 1207 Washington Street.  Perkins joined First Independent in 2003. He is a graduate of Humboldt State University and earned a masters degree in urban planning from the University of Oregon.

    Before joining First Independent last month, Bertolucci was for nearly 18 years with Washington Trust Bank, Spokane. He will be responsible for retail banking in the bank’s 23 branches. A graduate of California State University, Fresno, Bertolucci earned a master of business degree from City University, Seattle. He is also a graduate of the Pacific Coast Banking School

Neighborhood associations to give
poor farm project the once-over

Although Clark County and Washington State University Vancouver, after first having hired a planner to develop alternative development plans for the former county poor farm, 80 acres in Hazel Dell, have now shelved those plans, the Neighborhood Associations Council of Clark County will focus on future development of the property, currently owned by Washington State University and used as an agricultural experiment station and extension projects

The property, which includes a small cemetery, currently is agricultural in nature.

The planning study was initiated by WSU Vancouver to see whether sale of the property would bring in enough money, possibly $5 million, to cover the cost of relocating the agricultural and extension facilities to the WSU Vancouver Salmon Creek campus.

Neighborhood groups objected because they felt they had been out of the loop during initial planning. The county dropped the study. According to county commissioner Betty Sue Morris, the planning was getting ahead of public participation in the process.

The property was owned by the county but deeded to the state university in the 1940s, with a provision that title would revert to the county if WSU no longer used it for extension services.

A discussion of the future of the property is the main agenda item for the regular meeting of the Neighborhood Associations Council of Clark County at its 7 p.m. Monday, Oct. 25, meeting in the Public Service Center, 1300 Franklin Street.
