Mayor Royce Pollard says:

State of the City Address is Wednesday

     The annual State of the City address will be delivered by Vancouver Mayor Royce Pollard at 10:30 a.m. Wednesday, Feb. 16, in the 40 et 8 building, 7607 NE 26th Avenue.

     There is no admission charge but, seating is limited. Both reservations and car pooling are recommended. The building will be open at 10 a.m.

Russian consuls coming to Vancouver
at behest of cultural exchange committee

Russian consul general Vladimir Volnov will address Russian-American relations at a gathering sponsored by the Valery P. Chkalov Cultural Exchange Committee at 3 p.m. Saturday, Feb. 26, in the commissioners room in the Public Service Center, 1200 Franklin Street.

Volnov will be accompanied by senior Russian consul Alexander Doronin. Both are based in the Russian Federation’s consulate in Seattle, which represents the federation in 11 western states.

The public meeting  will follow by two days a meeting between U.S. President George Bush and Russian Federation President Vladimir Putin.

The Vancouver committee annually commemorates the trans-polar flight from Moscow to Vancouver ending June 20, 1937, when pilot Valery Chkalov landed a Russian airplane at Pearson Field. For further information, call Jess Frost, chair of the cultural exchange committee.

Clark Public Utilities has BPA transmission hike covered, but market-based rates another story

Recent increases contemplated by Bonneville Power Administration to increase transmission rates for power will have a small impact on Clark Public Utilities, but not enough to cause rates to increase, Clark officials say.

However, if a Bush Administration proposal requiring BPA to adopt market-based rates were to become effective, the cost to Clark Public Utilities customers could be as much as $25 million a year, according to utility spokesperson Mick Shutt.

Shutt says that similar proposals have surfaced in past years but nothing has come of them. Bonneville provides power at cost to its northwest preference customers.

According to Shutt, the entire northwest congressional delegation is opposed to the proposal.

Final Vancouver meeting of PDX
noise study is Wednesday

A report of the Portland International Airport Noise Compatibility Study Committee, which will be concluding three years of meetings this spring, will be given in at 6:30 p.m. Wednesday, Feb. 16, in Hudson’s Bay High School, 1206 E Reserve Street.

Despite considerable pressure from Vancouver and Clark County residents, very little appears to have been done to mitigate proliferating airport noise issues on the north side of the Columbia River.

A formal public hearing by the Noise Compatibility Study Committee will be held in the Port of Portland Commission Room, 121 NE Everett Street, Portland, at 9:30 a.m. Wednesday, March 9.

Lecture boosts understanding of
traveling exhibit on Indian treaties

Robert J. Miller, Lewis and Clark College law professor delivers a free public lecture, “American Indian Legal and Political Encounters: Lewis & Clark and the Doctrine of Discovery and Treaty Making” at 7 p.m. Wednesday, Feb. 16, in the Student Services Building at Washington State University Vancouver.

Miller, a citizen of the Eastern Shawnee Tribe of Oklahoma, is also chief justice of the Court of Appeals for the Grand Ronde Tribe. This year marks the 150th anniversary of the northwest Indian Treaty negotiations between territorial governor Isaac Stevens  and northwest Indian leaders and the 200th anniversary of the arrival of Lewis and Clark in the northwest.

The Clark County Historical Museum, one of the sponsors of the lecture series, is showing a traveling exhibit , “The Northwest Treaty Trail,” at the museum at 1511 Main Street, through March 31.
