County imposes
new moratorium Clark County commissioners today imposed a moratorium on all development in the Salmon Creek area, effective immediately. Commissioners will hold a public hearing on the decision at 10 a.m. Thursday, Aug. 18, in the Public Service Center, 1300 Franklin Street. The moratorium, prompted by failing transportation facilities, covers the same area as a previous moratorium imposed in November 2001 and lifted 15 months later. It covers the west side of I-5, bounded by Whipple Creek and Salmon Creek and east of I-5, between NE 119th and NE 178th Streets and NE 50th Avenue on the east. The moratorium has occurred even though the new Legacy Salmon Creek Hospital has not yet opened. The hospital is expected to begin taking patients after August 15. “In imposing this moratorium we are making a commitment to develop a work plan that addresses the situation. And we will have that work plan in place within 60 days,” says Betty Sue Morris, chair of the board of commissioners. The emergency action was taken because the county code limits development when resulting traffic would cause existing transportations facilities to fail. Travel speeds in the Salmon Creek corridor have dropped below established standards, so the corridor is considered to be in concurrency failure. Recently, the Salmon Creek area surrounding the corridor has been in a de-facto development moratorium. The county was accepting development applications but couldn’t approve them due to the traffic conditions. The commissioners’ action today means that no additional development applications will be accepted for the area until the moratorium is lifted. Billy Gilman and
USO Liberty Belles Platinum recording artist, 17-year-old country singer Billy Gilman and the USO Liberty Belles will headline the America’s Celebrate Freedom Concert at the Vancouver Barracks parade grounds at 7 p.m. Saturday, Aug. 27. The free concert will be backed up by the Vancouver Symphony Orchestra, under the direction of Salvador Brotons. The concert, accompanied by a gigantic fireworks show, is part of the three-day celebration honoring World War II veterans, sponsored by the Vancouver National Historic Reserve Trust, August 26 through 28. While commemorating the end of World War II 60 years ago, the event also honors veterans of all wars, according to Elson Strahan, president of the reserve trust. Leadership Award Nominations for the 17th annual General George C. Marshall Leadership Award are being accepted by the Vancouver National Historic Reserve Trust. Award winners receive a scholarship to Leadership Clark County and a trip to Williamsburg, Va., and a tour of the Marshall Foundation in Lexington, Va. The award, sponsored by the Bank of Clark County, is open to residents of Clark County, 35 years or younger, who have completed a four-year college. Selection is based on demonstrated leadership ability, commitment to public service, academic achievement, and potential for ongoing active public service.
