Rachel Ruiz named Clarks
vice president, student affairs

Rachel Ruiz, dean of Student Development and Matriculation at San Diego Mesa College for the past four years, has been appointed vice president, student affairs, at Clark College, Clark president R. Wayne Branch announced Wednesday.

Ruiz, who joins Clark College September 6, will oversee all operations of student affairs and provide leadership to ensure student success and access to learning opportunities.

Branch noted that Ruiz herself is a graduate of a community college and that she has held posts of national and statewide levels on K-12 issues. “Her presence will be a tremendous asset to Clark College and our growing community,” Branch said.

Ruiz holds masters degree in public administration and higher education from Harvard University and a doctoral degree in administration from the University of Texas.

Kelli Osler appointed District
Court commissioner

Kelli Osler, a veteran member of the Clark County Prosecuting Attorney’s office, has been appointed commissioner for the Clark County District Court.

Osler was one of 13 applicants for the position vacated by James Swanger, who was appointed district court judge.

 “Kelli is bright, personable and hardworking—traits that will serve her well working in our very busy court,” says presiding judge Darvin Zimmerman. Osler has been with the county prosecuting attorney’s office for the past 13 years and currently is assigned to the major crime unit. A graduate of the University of Washington, Osler earned her law degree at the University of Puget Sound.

Economic fact book includes
Vancouver-Portland information

Clark County’s Assessment and GIS Department has issued an updated fact book of population, economic, and housing information, covering Clark, Skamania and Klickitat Counties, the surrounding Vancouver-Portland metropolitan area, and the state of Washington.

The $20 comprehensive publication, 2005 Population and Economic Handbook, contains graphs, charts, maps and tables. Print copies are available from the county Map Store, Suite 232, Public Service Center, 1300 Franklin Street. The handbook may be downloaded in a PDF version by going to www.clark.wa.gov/assessor/demographics.html.
