Bay High School is awarded 2010 General George C. Marshall Youth
Leadership Award

Lindsay Elhart
Lindsey Elhart, a senior at
Hudson’s Bay High School, has been named the recipient of the 2010
General George C. Marshall Youth Leadership Award presented by the
40 et 8, Voiture 99. The announcement was made by the Fort Vancouver
National Trust and the Marshall Youth Leadership Award selection
committee. She will be recognized at a public award ceremony to be
held at 4 p.m. Wednesday, March 17, at the Marshall House on
Officers Row.
Lindsey will receive a $2,500 college scholarship, $500 paid summer
internship in the Fort Vancouver National Trust Celebrate Freedom
office, a biography of General George C. Marshall, the opportunity
to meet with local elected representatives and the opportunity to
participate in Celebrate Freedom events including the Flag Day
Ceremony, Independence Day at Fort Vancouver, and the Veterans
Parade.
Janet Elliott, a Hudson’s Bay
High School teacher who nominated Elhart for this award, said,
“Lindsey is a natural leader and serves as a role model for those
around her. Her smile is infectious, her dedication to her
leadership projects is unsurpassed and her integrity is undeniable.”
"The young people nominated for this award had compelling stories to
tell about their exceptional leadership and service," said
Tom Hagley, Jr., co-chair of
the selection committee. "They earned our respect and gratitude for
their many contributions at school and in the community."

Vancouver’s
Downtown Association hires Rafferty as new executive director

Vancouver’s Downtown Association has announced that
Lee Rafferty has been hired
as executive director. Rafferty, a longtime business owner and small
business advocate, has been an active VDA board member.
Commenting on the board’s decision to offer the position to
Rafferty, VDA President Lee
Coulthard said: “Lee is an excellent choice for our
organization. She understands the complexities of our downtown
landscape, appreciates the importance of working in concert with
other business districts, and has a real love for the work that our
organization does. Above all, she believes that a vibrant city
center is important for the overall vitality of the community as a
whole. Her collaborative leadership style will serve us well.”
Making good things happen in the heart of Downtown Vancouver, VDA
has an active volunteer board of directors that is committed to
invigorating our central business district. Its initiatives include
the development of a downtown retail strategy, helping to improve
downtown’s safety and security, investing in urban gathering places
such as Turtle Place on the former bus mall property on 7th Street,
and sponsoring many events throughout the year. A signature event
enjoyed by hundreds each month is the popular First Friday Artwalk.
“I
am honored to have been selected to serve as VDA’s executive
director,” Rafferty said. “The scope of
our work is significant, and it will be tremendously gratifying to
work with VDA’s talented volunteers as we continue to strengthen our
downtown core. I can’t think of anything I would rather do. I can’t
wait to roll up my sleeves and get to work.”

Southwest partners with
Legacy Health on maternal fetal medicine services
Southwest’s Family Birth Center and Legacy Health’s maternal fetal
medicine program are growing to better serve patients and medically
fragile newborns in southwest Washington. To support the birthing
services at Southwest’s Medical Center campus, Southwest has entered
into a new partnership with the maternal fetal medicine specialists
at Legacy Health.
Maternal fetal medicine specialists are obstetricians who specialize
in the diagnosis, treatment and care for expectant mothers whose
unborn babies may be at high risk for special health problems.
Services provided by maternal fetal medicine specialists include
maternal and fetal care, monitoring, ultrasound examinations,
genetic counseling, diabetes management, and state-of-the-art
diagnostic testing.
The new agreement supports Southwest’s obstetrical program which in
November ’09 added an OB Laborist Service, which provides a
dedicated obstetrician in-house 24 hours to support safe and quality
labor and delivery care. Both the maternal fetal medicine program
and OB Laborist service will support the planned expansion of
Southwest’s Holtzman Twins Special Care Nursery. The hospital is
adding eight Level III Neonatal Intensive Care Unit beds to care for
medically fragile newborns.
The maternal fetal medicine specialists of Legacy Health started
providing 24/7 inpatient and outpatient prenatal care and
consultation for the Family Birth Center on March 1. Legacy Health
specialists will work closely with Southwest Medical Group
Neonatology Associates on NICU consults. Legacy physicians who will
practice at Southwest as part of the new partnership include the
following: Fred H. Coleman,
III, MD, Carey Winkler, MD,
and John Buckmaster, MD .
Other Legacy maternal fetal medicine specialists providing coverage
on nights and weekends include Drs.
Patty Robertson, Tom Jenkins,
and Andy Merrill.

Mayor Tim Leavitt delivered
his first State of the City Address this morning, March 4, 2010, to
an estimated crowd of more than 300 at the Hilton Vancouver
Washington. Asking the audience and Vancouver residents to
"rededicate" themselves to service for the "common good" of the
community, Leavitt underlined his theme of "We Are Vancouver,"
saying that all citizens have a role to play in the city's future.
Leavitt called on the community to join him as "architects of
change,” “not its victim." Video replays are available at
